I have a brand new connection. I tried the highest graphics, and lagged my computer to death. Are those graphics unplayable?

You should learn whats the difference between having good Computer Spec (RAM, Video Card, Processor) and having a good Internet connection.

A good Internet connection will let your game have all the information it needs from the server in time with very little delay, which mean it will receive all the information it needs in time.

Good computer spec will let your computer be able to render all that data it received from the server with very little delay. It will also enable you to have better graphic being display.

What you're experiencing, as TameThat has said, is graphical lag or performance lag. No matter how good your connection is, if your computer can't deal well with the processing and rendering, you'll get jittery grahpics or low FPS (Frames Per Second).

Contary to popular belief, PWI doesn't eat much bandwidth (unless you're in somewhere like west arch where there are hundreds of players around) so if you had something like a 1 megabit connection before and upgraded to something like 10, you won't notice much difference. But a more solid connection, good ISP and less 'hops' and distance to the server would mean the packets can arrive back and forth sooner and there are less routes to take which any can be busy/clogged up (by others) or closed down.
