Wind Widget? where to use it?

i hope this is the right place to ask this. i got a wind widget from the boutique to make my flying mount faster... it says: use it at the forge in city of the thousand streams.
i flew to thousand streams but i don't know which npc does it... i checked almost all of them. can anyone tell me coordinates or something? thank you and sorry for my bad english!

    The forge should be close to Auctioner at 1k stream. Try looking for Auctioner there first and there are 4 forges on the left side of her.
