Lightning Bolt Appearing during combat

SeaStorm - Heavens Tear

Hi I've got a lvl 47 Axe built BM. I've been working on the Taurocs near Town of Arrivals recently and for some reason I am getting a straight up and down lightning attack appearing and striking through the mob. I do not have a genie equiped nor have there been any other players around. I don't remember if this appeared with previous mobs or not.

I'm a bit confused as to whether this is normal. It has appeared anywhere along the mob's HP amount 3/4 left, 1/2 left, 1/4 left. Had it strike 3 times on one Tauroc.
