Rank 2 equipment

How can I get rank 2 equipment?

I'm in dreamport at the NPC that should sell it
(next to the commander in chief, near the docks)

But when I click on her then she says she able to sell rank 2,3 and 4 equipment.
But when I click further she only talks about rank 2 stuff.

I have rank 2 and the rank 2 badge in my inventory.

When I first clicked on her she did give me a quest of some sort, but I trashed it.
Is that the problem??

And if so, how can I get that quest baack?

    That quest was for the rank 2 belt.

    You can only get it once a day.
    Main characters
    Celestial Sage Venomancer Zoe - 100

    Also note that although you can get Rank II at lvl 40 with the appropriate reputation, you cannot get the Rank II armour until level 60.

    I don't understand this, but that's the case.

    You need to actually wear your rank badge in order to get the rank item. And only available rank item for rank 2 will be belt. To be LV60 might be needed too...can't remember was it mandatory.
