    a wave pacer is an air-mount. you fly high in the skies with a stingray.

    Yes, you get the Wave Pacer (slowmanta) at level 30 after you complete the quest for it (can't remember which quest though). You can rid on top of it and fly to different places, it's a fat pig and eats way too many chi stones though.

    It is something you can fly on - the Wave Pacer is light blue and looks like a manta-ray.

    You get it at level 30, quest called Flying Miracle which requires 5 Dull Claws.

    Personal recommendation: As you are a barbarian and your land running speed is already quite high, using one of these will only be better for you when you either need to AFK and Auto-Path to location or when you need to fly over obstacles (mountains/high level mobs); therefore don't feed it chi stones, the speed difference it makes is almost negligible - keep chi stones for your genie.
