Question about wings..

Well, I clicked "Players Info" and I've seen some of their boutique wings are manufactured by players... Is it possible to manufacture those boutique wings/ flying blades / mounts? O.O If so , where can I make it and what is the minimum level requirement to make them?

    That "Manufacted by" just means that they used Wind Widgets to boost the speed, you cannot actually manufacture wings.
