File download Error: Retart in....

I have been unable to play since the last update. In fact I have had to uninstall the program to see if it would fix the problem and it hasn't. Every time I try install the update via automatic.. I get this error: File download error. Restart in 8 seconds. I just keeps going on and on. My computer exceeds the requirements to play the game. I know that the problem must be something else because I am having the same problem on my brand new laptop. I'm on the east coast USA.

Please can someone help me. I've been dealing with this for over two days now.
