A couple questions here:

1) I'm blacksmith lvl 1, and i filled my meter all the way to 10/10
How come i'm not Lvl 2 yet, what else do i have to do?

2) Is there any other way to level up blacksmithing other then manufacturing weapons?

3) Is it: The better the weapon ( or the more material used to MAKE the weapon ) the more experience you get, or do u get the same amount of experience for any and all weapons made?

Thank you for the help, if anything, I just want that first question answered

You upgrade your manufacturing skills by buying the next level from the elder of your city. You should see an option to "learn refining skill" by talking to them.

And yeah, the only way to upgrade your blacksmithing skill is to make weapons.

As far as EXP gain goes, it remains the same for any quality item you make. You do get more EXP for making higher level items, but for the most part the gains you get are irrelevant towards your leveling speed.
