Why can't I use this item ?

As an apothecary, I crafted a Cocatrice Scale Charm, which supposedly anyone under lvl 20 can use. I am only level 18 yet I can't put it into the charm slot.

    It's a Physical Damage Reduction charm. It doesn't get equipped.

    Just right-click on it and it will be consumed, briefly reducing physical damage suffered.

    While not completely useless, the fact it's manually triggered places serious limitations on its usefulness.
