how do i get my cultavation up

i have a question for anyone who can answer how do i get my cultavation up.
is it just getting my lv up or do i got to certin quests for it

    Both.

    At levels ending in 9 (9, 19, 29...) you'll get a new spiritual cultivation quest; complete it to increase your cultivation level.

    Sometimes you'll also get cultivation quests on levels that don't end in 9. Those quests won't raise your cultivation, but you have to do them in order to get the next cultivation quests (I believe).

    yeah it occurs first at lvl 9 then after 10 lvls (ie 19, 29, 39....). They do require you to do a quest. Some of the culti quests start before the time when your culti gets upgraded.
