HELP! Missing Wraith's Ploy Quest

yea. so basically im lvl 90 now, and i havent done any quests since lvl 70 b:shocked

wraiths ploy is, i assume, an important quest as it allows access to another map, old heaven's tear. the quest range is from lvl 70-79, so obviously i cannot get that quest anymore. is there any other way for me to get access to old heaven's tear at this point? b:surrender
