Ranged Blessing?

Hi
I was reading up on the recommended archer genie skills and one of them is Ranged Blessing!
I leveled my genie to lvl 30 which the guide says, and I have the correct affinity for them, but the skill list doesn't even display it!
Does anyone know how to get this skill please?

    I believe that guide is referring to this skill though the name and affinities are both wrong.

    Stunning Blast Level 1
    Genie lvl 30
    Spirit 2.560
    Water 3 - Earth 3

    Range 6 meters
    Energy 75
    Stamina 400
    Instant
    Cooldown 30 seconds
    Requisite Class Archer

    Immobilizes a nearby target for 3.4 seconds.
    Has a 20% chance to make you immune to immobilization for 5 seconds.

    Dexterity: Every 20 Genie Dexterity points increases the immunity chance by 1%.

    In my opinion, Relentless Courage is the most important genie skill for Archer. Best getting it to Lv5+. Great for racking up dps, and of course, that's our most important speciality.

    Holy Path is good too, but for the most part, it is more of a defensive move and a luxury rather than a fighting aid.

    Yeah I thought that.
    I bought relentless in the end :D!
    When my fairy get high enough for another skill, i may buy it, but thats a long while off yet
