Getting high latency for the last few days

Hello,
I'd like to ask GM/mod if there is a solution for my issue.
I've been playing PWI about 3+ months now, no latency or connection lag issue. Ping to Sanctuary usually around 200 - 400ms.
But for the last few days I'm getting a very high latency to Sanctuary (2000 - 3000ms), around 21:00 - 03:00 GMT +7, other than the time mentioned, I got no lag.

From my PC in Indonesia where I played PWI:
From my server in Texas for comparison:
*Part of the hostname and IP info edited for my protection, I'm willing to give the edited info privately if needed.
The weird part is only PWI is lagging. Browsing sites, downloading huge files, etc are normal.
I've trying to shutdown my AV and Firewall, restarting my PC, no luck, lag issue still there.
Can GM/mod help me with this?

Try contacting your ISP and see if they have made any changes to your service, or how they have routed traffic.
Find out how many hops your ISP is from a major Internet backbone. If it is more then 3, that is part of your issue, in my opinion.
