I know there are multiple spawn points for snow hares, but are all one hour spawns?

    Nope, the spawn point around East Barrier has 24h respawn. ;X
    That one near Timberfield 1 h.

    No clue 'bout the others.

    theyre all 1 hr except the east barrier village one
