Character selling question

First off, I abhor character selling in all forms.

Every few weeks I see similar WC messages along the lines of

'I'm quitting PWI'-sometimes followed by announcing a sale of the characters items(no idea what they do with the money).

and usually a few seconds later you'll see the same person saying, no I'm not giving away my stuff for free and I'm not selling my account.

So my question is,

Is attempting to buy a character by saying things like 'can I have your character' a breach of the ToS/EULA?(I'm 99% sure it is, but want confirmation).

yep. any and all account trading or selling is prohibited by the ToS. the only exception to this would be if you were specifically trying to get a response in order to send a report about it, but you would need to send the report immediately as you could possibly be banned in conjunction with the seller

This is also a scam more than anything else as I hear it on WC selling account lvl 95Veno for xxxx amount of coins.They won't give you the proper log in name and pw or they may change it.It happens in another game I play.
