Ride/Movers - Can i get before lvl 30/40??

So im kinda new at this game when i posted about 10 hr ago i was lvl 12, now im lvl 19, and i still am looking for an answer to my questions. As i am not used to this games features and terminology yet.

I come from different mmo's so im a little confused with the word conversions but i'll make my question as simple as possible.

How can i, if i can, obtain a ride/mover in this game before lvl 30/40?

If its a quest is there a lvl limit and who/where is the quest from ?

Appreciate any help at all - im lvl 12 and i just cant seem to figure it out.

    Land mounts are available as early as level 20. You can buy them from the cash shop or other players. You will need them "spurred" which is an item that both raises the speed of the mount as well as lowers the level req. The spurs are also cash shop.

    You will get a free flying mount via quest at 30, or you can buy a cash shop one but the lowest they go is 30. You never get a land mount from a quest.

    Depending on what your planning on getting, you need to be at LEAST lvl 20 before you can ride the mount, if you get the "Galewind spurs" i believe??

    That lowers the lvl req from 60 to 20, and works for ancestral kirin and such. Then the first one which is 10 gold, takes requirement from 40 to 20, but only for black panther and the other pets (Read the pet description in the cash shop)
