Coppers to make Silver Dragon Orders

Someone was telling me there was a way to go and trade 10 copper Dragon Orders in for a Silver Order. I want to know if this is true or not, and if so where that place is so i can do that. Thanksb:victory

    Sell 10 coppers at 30k each (300k)

    Buy silver for 300k
