Apothecary Level 2 Quest

I did quest for level 1 apothecary when i was very low level. Now i am higher and want to get my skills leveled. I made enough remedies so my bar is all full for level 1, but i can't seem to find where to get the quest or a way to get level 2. I have the needed herbs for level 2 remedies & it says Requird level 2 so how do i get that?

    Go talk to the Elder of any town and you should be able to "Learn Manufacturing Skills."

    You will not have quest for the crafting skills until your Level 4 skills and that will be at Level 50.
