Average high spec framerate?

I have a pretty good computer

2.4ghz quad core
4gig ram
9800gt 1gb

With everything turned up, no matter what resoultion i set it at

In the starting zone with everything max I get 25 fps

In town around elder I get 15 fps

Is this normal?

I would like to have at least 35 - 45 average fps... with max settings

    Please send a ticket to Customer Support with DXdiag and hijacklags attached as explained here.

    Try turning off Vsync, the water effects, and see if you still get the same issues.

    Also, don't be running any other programs in the background or be downloading anything while playing.
    Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

    Ya... it looks like water reflection kills my framerate. With water off I get 30-40 fps

    Even when there is no water in sight!

    having water on kills framerate...

    looks like PWE needs to optimize water settings...

    lol the American team really cant do anything as far as I know..
    if the Chinese teams or w/e makes a fix for it, the American team can use that to fix it for us.
