Well it's like the title says.

Some smart ***es usually sell rough gems near Hou Jenshi (CS giver) at around 1.6k~1.9k each. Well, they sell some of them at that price, putting the last one at around 101k so the oblivious and distracted players just buy them without noticing

these past 2 days I have noticed most are gone.

So... where they banned?

Well if you report them yes...

If no one reports them, they will be around owning your **** and making you cry in bed over loss of virtual money. Aww..... want a teddy bear to help you sleep?

It's not really a scam putting the prices differently, it's just playing on dumbness. Yes I've been caught by it once or twice. But it's cheaper to buy shabby stones and combine them at the Jewelcraftsman, especially once you hit Tu Jo's quest for blemished. I save 400 coin per stone by not buying them from catshops. That mounts up.

The real scammers are the ones that put catshops up for "Free Money". They sell chi stones for 1000 coin and "buy" them back for 6000, when in reality you CAN'T sell them back. They got around the catshop and somehow don't have enough money to buy them back.
ALL "Free Money" shops are SCAMS I tell you!

When you set a catshop up, you have to have enough coin to buy everything you want to buy in the amount you want to buy it on the buy side, so they do actually have enough to buy it all, so, in order to not have to actually buy the item they ensure there isn't enough space in their inventory to buy it back by making sure there are no empty slots, and there are no partial stacks of an item they are buying back.

Yea.. I don't see them as scammers.. only smart. It's the quicker way to do a daily if you're in a hurry, i'd buy from them every once in awhile. You pay for the convenience of not having to run around as much :P. It's only 1.6k or so, if you're 30+ and can't afford like 8k for gems. You seriously need to quit while you're this far behind.

Suppose you fully buy out a stack from the shop. If this leaves a free space in their inventory you can successfully sell it back?

If this leaves a partial stack in their inventory can you sell it back? chi stones I believe stack up to 1000. If they put 999 up for sale then that stack is locked right? But if you buy those 999 it becomes unlocked with one stone left? Is this how it works?

So THAT'S why I haven't been able to sell mats to some shops. I think a lot of people don't even realize that's the case when they're going Catshop trying to get their mats.

The memory leak bug with cat shops that came with the genie patch shut down a lot of cat shops. That may be why you do not see them any more. I highly doubt there were banned because they did not technically do anything wrong. They are allowed to sell stones for 100k each if they wish to.
