archer knock back arrow in dual?

ok so when i used knock back arrow skill in a dual.. it doesnt seem like it work very well.. or doesnt really seem to work ... what do u guys think about this?

but when i used it against mob.. it seems to work everytime.. but against other player.. doesnt seem to work very well.. or does it work but it just doesnt seem like it?
