is heavenstear down?

Is heavenstear server down?.... i tryed to logg in but didnt work.. i reinstalled the game and tryed again and it doesnt work, the heavenstear server doesnt have any ping when i check it. is it down or something?
and btw none of the "west" servers are working for me :( have you gm's changed the new patch so that it doesnt any1 in europe accses the west servers? cause i never have any lag when i play those, on v 124 it worked perfect but now after 1 week at v135 it doesnt work :( plss some1 help me
