    Lost City and Harshlands are the only full PvP servers. Once players reach level 30 on LC or HL, they can attack other players, and be attacked in return. No turning it off. But there are safezones to go into where you're, well, safe for the time being, and it isn't like you'll be PK'd 24/7.

    The other servers are PvE (Environment) with the option to engage in PvP. when you reach level 30, you can switch your mode to PvP if you want. It changes your name color to white so that you can attack other white-name players, and they can attack you. But you can also stay blue-named and other players won't be able to touch you, unless it's a Territory War or other PvP event. (Which are optional, btw)
