My Function Key "skill bar" isnt right

My skill bar repeats from the 1st row to the 3rd. Is there any way i can fix this>?i can show screenshot if i find out how to

    If you look at the top right corner of the skill bar there will be and arrow pointing up....click that it should scroll through....alternately you can press tab to filter through on F keys and "`" to filter through the 1-6 keys
