what quest do i do to be able to tame?

i cant figure out why i still cant tame? im lvl 20 and i see others tameing and i cant why? and i have no stash box,and i cant use some of my skills wich i have and i cant use them i went to the quote beginners quide and looked at quests and well lol yeah that was no help and i used my GM button for 4 days straight and no reply so i am at my wits end on why i cant use skills!!!! help me please?
