Skill trainers?

So I am a wizard, level four and I can do the Gush spell. Apparently I have to go to a skill trainer and buy it?

Where is the skill trainer? How much is it? Do I need to complete any quests?

    Go to Ether and you will find two. One is at the North end under the waterfall and another is on the East side. The cost depends on the spell and level of the spell. You need to complete cultivation quests which are automatically given to you every few level to learn new spells. The cultivation quest chains must be completed before level x9 to learn the new spells.
