Sage Wellspring Quaff?

ecatomb says that the sage version of Wellspring Quaff grants 100% bonus magic attack. Do any of you sage wizards know if that's true? And if so does it last the entire duration of the effect of just 15 seconds or something?

    100% of equipement value for 15sec.

    in other words its weaker then single spark, since thats at least 200%, although it lasts 5sec longer.

    requires 1 spark, ur better off spamming regular spark erruption.

    It's an ok skill, there's a buff at level 100 that converts mp into magic attack which is why most wiz's only level it to 5 until then, even at level 5 it's a pretty nice buff.
    Currently flying internet spaceships around dodixie, moving to amarr soon.
