Culti 19 broken?

I just did my culti 19 and it didn't raise my Cult level. So i went and did my FB still nothing, did i miss something or is it broke?

    Mission Mangmang the Taoist (322, 421)
    Reward Exp (50), Rep (4)

    1. Aware of Principle

    Start NPC Speak to Mangmang the Taoist (322, 421)
    Mission #1 Collect 1 Celestial Sprite (Quest drop from Carapest Terror)
    Monster Locale Near Scorpion Cave (274,427)
    Mission #2 Collect 1 Celestial Sprite (295, 429) (281, 404) (292, 446)
    Second collection only triggers after Celestial Sprite is obtained

    2. Report to Mangmang the Taoist (322,421)

    New Teleport Point Archosaur
    -Choice 1 Elite Rending Blade Hierogram + Resurrection Scroll
    -Choice 2 Elite Enchanted Heirogram + Resurrection Scroll
    -Hell/Heaven/Human Celestial Stone 1 (Random)
    Reward Spirit (8000), Rep (20)

    3. Continue to lvl 21 quest "General's Expectations"

    Talk to General Summer in Archosaur.

    You won't get the tab and the quest for fb 19 and 29 if culti isn't completed

    You can fly to these places instead of teleporting.

    You must make sure you are Aware of Principle before doing your FB19.
    Looking for a decent casual understanding Faction.
