    Depends on your playstyle. If u are PVE oriented get buffs first. If u are PVP oriented casually lvl the debuffs too.

    wait a minute which debufs do we clerics have if i might ask?(not including wield ciclone with the speed reduction, or seals for that mater)

    Buffs are more useful in general. Even for pvp, don't bother with seals other than Chromatic (sleep) before Spirit's Gift and the def buffs are maxed. Decreasing enemy def resistance by 2% per level for a few seconds, at the expense of your own def, just isn't worth it when you can otherwise use the SP/coins to increase your weapon attack by 5% per level for 30 minutes at no cost to your own def.
