How and from whom to get the fb59 tabs?

My veno is level 60 now, and she still doesn't have her fb59 tabs. So what NPC is supposed to give them, and what are the prerequisites?
I guess I need to complete some other quest first, but which? Or do I need to be at a certain stage of my spiritual cultivation? My veno is Aware of Coalescence and her next cultivation quest is to kill the Luminoc Architect.
