Using Mold: Boots of Tiger Strength

I got a Mold: Boots of Tiger Strength from my fb51. I want to use the mold for my Barb friend, but have no idea how, since this is my first mold ever. I looked in Arch at the forges but didn't find it. Is the forge I'm looking for in Thousand Streams or something?

    Forge, Legendary armor, Footwear.. should be in there.

    dont forget to have the necessary wood, metal, coal...
    I look at all the trollers, and Pvpers.. and know they wouldnt have lasted 30sec on Camelot.

    Rules= Know your enemy (players and NPCs) gives you more chances to survive.
