Pirates Second Class - Justice Quest

Anyone know where these are? I was assuming NS but I don't see any mobs with that name (Pirates Second Class). Any help would be appreciated. These are part of the 75-79 justice quest.

    On Nightscream Island, after you get off the boat head south along the coast. You will find them mixed with Pirate Minions. The 2nd class have a magic attack but will mostly melee up close, and the minions are pure melee.
