CPU Over 100? What do I need to edit/update?

Hello, I used to play perfect world it used to go about 70-80 cpu? I'm not really sure. Now, when I play perfect world or any other game, the cpu goes up to 100 or over. How can I fix this? I use a laptop.

My System is a Microsoft Windows Xp, 2002, Service pack 3.
My laptop is a Mobile Intel Pentium, 4 -M CPU, 2.20GHz,
2.19 GHz, 1.GB of RAM

Or do I just need a new laptop/computer?
