Pay By Cash Fees

i have spent hundreds of dollars using The ultimate game card by paybycash.com its a $10 dollar card and it gave me 1000zen everytime..but today for the first time ever it told me i needed an additional $2.08 usdollars to complete transaction..i have always used the card i buy in america with no problems..so i assumed it was a price change and i sent Pay by Cash emails and they responded with All prices are structured by the Game itself (i.e Perfect World) and after i told them its impossible for me to buy a $12 card they told me i could buy 2 $10 cards to cover difference but that would leave 7 dollars and change of useless money for me..i assumed it was just a price raise and i left it and that...but now i see that there is an announcement saying the fees are waived did i get irate..for 1)i never had fees to begin with and now i do 2) i have a $10 dollar prepaid card by paybycash that is useless to me i have submitted a ticket to pwi with no response as of the writing of this
