Problem with "Bracers of Blood Moon"

Ok.. Well i recently Aquired "Bracers of Blood Moon" *LA BRACERS*...
The Stats show:

P.def + 142
dex+3
INTERVAL BETWEEN HITS -0.10

As I equipted these bracers..Using a Cross bow that has a Attack rate of 0.62 Base, but while Using the Bracers, i now have attack rate of
0.67

THAT IS only a -0.04 Diffrence, when It should of Been a -0.10 Diffrence

Can I have a Reply on This by Players, OR "GM"?
It could be a glitch in the game, or something i am unaware about.

    0.62 attacks per second would be one attack every 1.6 seconds, and 0.67 attacks per second would be one attack every 1.5 sections.
