KOS Mechanics

I've heard a bit about KOS between factions / specific players, and I'm curious: Is there an in-game mechanism that flags others as KOS based on faction or player settings? Otherwise is "KOS" people writing down the people / factions their against on their notepad by their computer in order to remember their enemies?

    It is generally known to the members of the guild who has declared a KOS out on someone/guild.

    We post ours in our faction slogan for a day and update our forum site.

    All members know who is KOS in terms of both guild and individuals.\

    ...there are no settings for this information in game...

    KoS is the second option.
    Basically it's saying "I don't like you, so I'm going to try to pk you when I see you, and I'll try to get all my guild/friends/whatever to do so as well".
