Manufacturing lvl and socket crafting chances

Is it true that people with higher manufacturing levels have a greater chance of making something with more sockets? For example, would someone with level 7 blacksmith have a greater chance of making something with 2 sockets than someone with level 4 blacksmith?

also, does anyone know the % of success for lvl 1 refinement?

    I don't believe we have a definitive answer to this, but it seems many people believe this to be untrue. It doesn't appear that craft rank provides any benefit to lower level crafting. Anecdotally, I've made my best stuff during the first few attempts of a new rank, but again, that's unscientific and unsubstantiated.

    % chance for level 1 is pretty high, but certainly not 100%. I can't seem to find actual percentages though...you have failed me interweb! b:angry

    I believe other players refining reduces your own chance of refining (unless you go some place else). But this might just be me mis-interpreting one of Duke's rumors.

    I am not sure if crafting has similar mechanisms.
