Calendar Contest: Unfair?

Now, there's been more than just me who's not happy about this:
Semyezza has been chosen as a winner of this month's calendar competition AFTER winning last month's too. Now I don't blame Semy in the least, she entered within all the rules and she's a good person.
Who I blame is the GMs that judged the competition. Now it's common sense and done in a lot of other competitions that the winners of one month can't enter the next! It's a simple thing to do and it would mean 5 less people would enter, and another 5 people would get a FAIR chance at a winning design next month.

Another pointer that I see, is the GMs picked designs that were VERY similar to the winners last month in some cases, and some of the designs lack imagination, to be brutal. I'm not mentioning names or anything, but I know a dog that could produce more imaginative designs.
Well, I know what I'm going to do next month, 5 entries, a clone of every winner this month, and I'm sure to scoop all the prizes.

But What I want you to tell me, is:
Should the same people be allowed to win again and again, potentially 12 times if this carries on?

Of course. If I was running a contest for a calendar I would pick the best of the group no matter if it was the same person.

My question to anyone who disagrees is, would you want anything less than the best to represent your product?

But this isn't to "represent" Perfect World, it's a user competition, for fun. They are not using these as marketing tools, just making them available for download, which I can do too:

If you would like some positive critism on your calendar I like the concept with animals and possibly the spring time theme. I would suggest using a different font on your quote and a different colour than green. There is just enough green in the photo to be "too much" of it. In the end i do like b:victory

This is a simple graphics competition, we're not being asked to design a front cover for a game that is going out on to the shelves, we're not being asked to design the web page. It's simple fun, a simple creative competition.

It's very disheartening to see the same person win, especially if your entry is then a runner up. They may be te best at photoshop but it's not fair to have them win a competition every month, how is that fair on the others that put time and effort into their design?

Like I said, this is a competition and therefore, everyone should have a chance of winning, it shouldn't be the same person over and over.

If I won (especially a black raptor) I wouldn't even consider entering the following month, out of respect for everyone else and also not to be selfish.

I'm depressed they didn't put up an honorable mention this time, I'd be happy just to have my name in a GMs post.

(BTW, both MissEbil's are one and the same person, for some reason the forum treats us as being different)

If you have any more in-depth crits, I'd be happy to take them, the same goes for everyone else. Any ideas as to how I can improve my design stuff are greatly welcomed.

as mentioned in the stickied thread we will feature an additional 8-10 semi finalist honorable mentions later this week (likely this Friday).

Also, while I do understand some of the users frustrations with seeing repeat winners - at this time the judging panel feels that this is not an issue. Please keep in mind that the point of this contest is to present the BEST user made Calendar Wallpaper for all of our community members to appreciate and utilize. It's really not fair to single out a particular individual on the basis that there designs were good enough to win 2 months consecutively. If such logic were applied in the real world the what would the Olympics be like if previous medal winners were prohibited from entering again or if a Superbowl winning Football team was not allowed to compete for the title again?

Restricting previous winners from entering future events is not fair in events/contest such as these which are based entirely on SKILL and TALENT. If this particular contest were based around mere luck or chance then I suppose I could buy into some of the 'unfairness' complaints.
