I'm at an impasse and I need help with a decision.
(2star)(lvl4) Red Cloud Necklace
Phys. Res.: +68
Exp +1%
Strength +2
That is my current neck piece. I'm at the point where I can now wear lvl 6 necks
but i don't know if I should give up the +1% exp for about +30 phys. res. and maybe +1-2 more of a stat.

I did the mistake to hang on a +1% exp too long. To be honest, the extra exp is barely noticable. On top of that, if you die even once because you didn't have that extra 30 phys res, you'll have lost much more than what you gained.
Keep the +x% exp for when you're high level and really need to grind a lot. That's my opinion.

Hmm, say you get 200 exp from a mob, what does the 1% give you? 2 exp? Ya it can add up...after killing 100 mobs, you'll get 200 extra exp from that 1%. l
I would rather have that extra phys def and stats b:victory0
