Just curious.
I get this:
playing from Germany.
To determine it:
Launch game (Start) -> Confirm -> click on Switch Server
(ping from a dos box does not work)

have you tried to clean your computer? (adwares, cookies... )
Do you kill the mule or wathever before playing?

I don't know what you mean by "kill the mule" but I have 2GB of memory on my system, which is sufficient to burn a DVD while listening to music on WMP with multiple tabs open in Firefox.

One means a delay between your actions and the server's reaction - e.g. you attack a mob (hit a key) and your avatar stands some time in front of the mob (half to one second), doing nothing before it starts.
The other is called "graphical lag", just slow framerate in your display, mostly in areas visited by many people.

Also if you have short ping time it means you can send a packet of size X to a server and it replies to you.
Then let's say you play the game and during that playtime the size of the packets differ a bit. That might cause issues. It shouldn't, but depending on your ISP there's a lot of different views on this. Some ISP's might intentionally slow down on bigger packets and some might cut down your network activity if you're sending and receiving (ie. small packets very often) at a frequent rate.
It all depends on so much, and the plain Ping won't tell exactly how well you'll do with Online games. Of course the ping is the only way to measure these things cause we don't know what and how often do the ISP's cause these things.. if at all.[Tech Support Junkie]
