Tailor Skill stuck at lvl 1 x.x

ok yeah as it says my tailor skills stuck at levle one yet i have 100% of the exp. The tailor's aren't giving me a quest or any other way to levle it.... do i have to talk to ht elder to level it? (going to check and see)
