Refining equipment transfer

Does anyone know when the refining transfer will be fully implemented? I have spent a small fortune on refinement due to the fact they can be transfered. You can imagine the frustration I felt when I realized you cant get the stones required.b:angryb:angryb:angry. Any info would be great or even a vague date.

    im was on sanctuary (lvl 49 archer) and i transfered my +10 moonlight bow to another bow so i guess it is fixed already.

    Chemosh if you managed to transfer from one weapon to another where did you get the Chienkun stone required to do so? As of the last I read about it in the forums the GMs said they were not going to implement this into the game. But honestly if they are not going to implement it, why is it even an option?
