Refine Transfer Gm Answer Please

can u tell me when or if we will be getting the refine transfer in heaven tear server, i can see that its in the game already but u need stones to use it which aint in the game yet ,this would be a nice addition as my axes have a plus 8 on them and wouldnt mind bein able to transfer it
