Bugged valentine (cant make bouquets)

OK so i got the quest from saint valentine and i got 3 bouquets. Because I did not have any inventory room, I sold one of the bouquets. Now I have 14 roses and cant get the elegant bouquet. When I right click it, it says I dont have the required item. I have 14 roses and I dont know why it wont work. Is it because I dont have all 3 bouquets on me?
