Prerequisite skill level to low

I have two questions:
1. I just turned lvl 23 with my Veno, a new skill shows up on my skill list but when I try to get it I get the message: Prerequisite skill level too low. I looked on the skill tree and it says it was available at lvl 19 and I also checked to make sure and I do have plenty of spirit. I also checked to make sure I have the proper cultivation and I do. Not sure what this means. I have a lvl 36 Wiz and never had any problems.

2. OK, this one is probably pretty stupid (Newbie here obviously) but since I am playing with a full mage build, I'm assuming I should not get any of the Fox Tree Skills?

    if you look at skill tree a lot of skills are in a line vertically, you typically (always?) need the skill above to learn the next skill down the line, from what ive seen you only need the previous skill lvl 1

    ill take a guess and figure its amplify you are trying to learn, so you need purge first and before that fox form

    at higher lvls on certain bosses purge is practically/necessary , and amplify helps a lot too, this is mainly useful at lvl 75+

    Aaahh, I see, you are right, I did not have the previous skill. That makes sense now that I look closer. Thanks so much for the quick reply and info.
