Initiated Wiseman?

I just hit level 85 (not bragging, just as a point of reference) and when I click "find quest" it tells me that the "Initiated Wiseman" wants to see me but no coordinates are given. Anyone know where he is?

    Dearest friend Shota, the Initiated Wiseman NPC is at Arrowhead Manor, where you deliver vol 18 of World Quest.
