Rules of Duels?

I was trying to duel my friend, who was a lower lvl than me, but when i did so, it said that i couldnt. But when he sent his duel request, we were able to duel.
Are there any requirements/rules to duels?
Im just a vagabond with flowers for Algernon
the average joe who knows what the F*ck is going on
its the hopes of my thoughts that i traveled upon
fly like an arrow of god until im gone

    there shouldn't of. They most likely had their dueling on refuse or something XP

    Cuz when I was lvl 8 afew days ago a lvl 60 dueled me and it worked fine >.>

    DO NOT duel near mobs ;P they will kill you mostlikely lol so dun do it

    i think he just refused.... and becareful when dueling out of the safe zone (especially if your red). if you lose or if its a close match aftert the match some one could kill u easily ;p b:laugh

    they talkin abput deuls and they are not in lost city and ahh u could not duel cuz maybe he ignored or he or you were in danger by a mob

    Multiple reasons, he could've still been in combat, could've refused it, could've ignored it, could've asked you right after and maybe he didnt even notice yours. Explain the full situation as in what happened before and after it worked. Then I may be able to help you further.
