Ok, so heres the problem:
I went to my patcher to play, it patched up and I clicked start...nothing happened. 2 minutes later this thing popped up and it had all these odd symbols. I clicked ok and then it said there was an error and my patcher closed.

What happened? b:sad

Abaro, please update your graphics drivers (32-bit here, 64-bit here), and run a Verify from the launcher. If the problem persists, you'll likely need to contact your computer manufacturer for a rescue CD (which should include the necessary files to install East Asian Language support), or contact Microsoft for the relevant files.

Only download and install the driver component which matches your current operating system bit depth. You can verify that number from the System screen.

Belgium is supported. Did the graphics driver not install properly, or did it install properly and the game still not work?

All right. Are the same problems persisting? If so, can you open the dxdiag window again, and tell me what information it has on the Display tab for DirectDraw Acceleration: ?
