Can this card play PWI at full everything like graphics

    It depends rather heavily on your resolution, location, processor, and RAM, but probably not. It's not a bad card, for PCI, but PCI is a very old and very low-speed standard. Some benchmarks for the PCIexpress version can be found at

    If you're using integrated graphics, it's a good step up, but it's not going to compare to an enthusiast or even most mid-end cards.
