problem with skills

so I went to the venomancer master or whatever its called (lady who teaches venomancer skills.) I have the requirted spirit and money but when i click on any of the skills that are there (Ironwood scarab, Fox form, Fox wallop and swimming mastery) It says "you have not reached the required spiritual cultivation level"
what is wrong what do i need to do to get the skills
and BTW yes I am the right lvl

    Do the Spiritual Cultivation quest. It should be in your quest list because it's an automatic popup at lvl 9.
